This is a durable chambray cotton fabric.  Commonly this fabric is used for clothing (shirts, pants, light jackets) and for home decor sewing projects, but it is a good fabric for visible mending and boro projects, and as a background for your sashiko stitching. What is Chambray? A Chambray fabric is a smooth surface dense woven fabric made from cotton (or linen) using a plain over/under weave pattern. This makes it more breathable and lighter than denim fabric (which is made with a twill weave pattern). Chambray fabrics are often substituted for denim for this reason.
